The United Arab Emirates (UAE) has acceded to the Antarctic Treaty under Federal Decree No. 165 of 2024. This significant step supports the UAE Polar Program, launched in November, which aims to enhance the country’s contributions and presence in the field of polar science and research.
The Antarctic Treaty promotes the freedom of scientific research in Antarctica and encourages international cooperation by fostering collaborative relationships with specialized agencies, such as the Scientific Committee for Antarctic Research (SCAR) and the Convention on the Conservation of Antarctic Marine Living Resources. These organizations have scientific or technical interests in Antarctica.
By joining the Antarctic Treaty, the UAE can attend its advisory meetings, submit national research proposals for approval or evaluation, and establish a physical presence in Antarctica.
Mariam bint Mohammed Almheiri, the Head of International Affairs Office at the Presidential Court of the UAE and Chair of the UAE Polar Mission Steering Committee, said, “The Antarctic Treaty aligns with the UAE’s vision and our firm belief in the importance of collective action as an effective tool to tackle the complex challenges posed by climate change.”
She added, “Joining the Treaty represents a valuable opportunity to establish new collaborations and partnerships to conduct joint research on the factors influencing climate change in the polar region. It also allows us to participate in international polar expeditions and contribute to the protection of this region.”
Goals of Emirates Polar Program
The primary objective of the Emirates Polar Program is to establish a tangible presence for the UAE in the Antarctic and Arctic regions. The country’s accession to the Antarctic Treaty bolsters this program by enabling field research in Antarctica. Preparations are already underway to train Emirati scientists and equip them with the skills and expertise needed to participate in international polar expeditions. Recently, two UAE nationals from the National Centre of Meteorology began a mission in Antarctica, with another expedition planned to the North Pole by the summer of 2025.
“The UAE is committed to building national scientific capabilities, inspiring future generations to pursue careers in science, and supporting global climate action efforts,” said Almheiri. “Our accession to the Antarctic Treaty is a crucial step that will enhance our efforts and enable us to address this vital global challenge while keeping pace with the latest scientific developments.”
The UAE officially joined the Antarctic Treaty on December 11, 2024, acting as the depositary country via the US Department of State. This accession followed an invitation to participate in the Antarctica InSync program and the 33rd Bulgarian Antarctic Expedition.
The UAE Polar Program is managed by the Office of International Affairs in the Presidential Court, alongside the Ministry of Foreign Affairs, the Ministry of Cabinet Affairs, and the National Centre of Meteorology. The program includes the establishment of a dedicated center for polar research at Khalifa University, bringing together scientists and experts to tackle challenges in polar science.
